I think that the reason this paradigm occurred is that I can go back to the time when server operation became possible by a personal computer(PC).

And we can go back to the time when free "UNIX OS"(thought I know some kinds of people dislike the words) of FreeBSD and Windows NT, etc, appeared,

And the appearance of Linux ,GPL、high-speed and low-cost CPU, have accelerated the commodity of PC server.

For me, now I can use a web sever machine on which I also can execute my original code, at the cost of 500 yen a month,

Thus, the position of administrator of server machine was going down dynamically, to plain and unremarkable labors
