I heard a complaint of administrative position's person that is "subordinates try to hide their works".
In short, that means, "nobody asks boss's advice"
However when I heard the complaint, I think
"It is no wonder that subordinates don't want to ask boss's advice"

The reason is simple.
If they ask their boss about the work, it will come annoying for them to interfere with the progresses.
In order to realize "reduced working hours" or "productivity promotion". it is the best way to erase boss's interference in advance.
In this case, the boss's "how to interfere" also has problems.
I think that the boss should "assist" or "give an advice" without trying to change works procedure, however, many of "most bosses not consulted from subordinates" is trying to deny what his subordinates are doing, and to present a new plan.
For a subordinate who has started work, and is not able to go back, they are not interested in which plan is better for their plan and their manager's plan.
