I think that it is a common story that any organization, even if it is a individual.
In most cases, "IT systems solve everything" is a rare case, and the effect of the system changes greatly depending on who uses the system.

In my case, when fighting someone or something, I will distribute that "battle data" with a simultaneous broadcast e-mail (Of course, it annoys me).
"Encrypted documents I only can solve are arriving at the same time to more than ten people.
By just this fact, everybody (even court) can accept the material existed when I distributed the mail.
But, if I do not send the mail, it is the same as "I did not do anything".
