なる資料が配布されました。

私のように自分の意見を発表する機会を持っている者にとっては、「怒りの制御管理」技術というのは、非常に意義があります。

I have some chance to open my columns in the public web site, and it is very important for me to know how to control my anger.

なぜなら、コラムを読んで誤読するならマシな方で、コラムを読まず(キャッチーな見出しを読むだけで)に、平気で非難をしてくる読者が、必ずいるからです。

Because there are a lot of readers who don't read my column at all (just read the catchy title) blame me without intelligence.

その証拠に、「きちんと反論して欲しい」と連絡すると、沈黙し、

The evidence is that they always keep silent when I ask them to argue their opinions as articles.

沈黙したままでは、自分の面子が立たないので、自分の回りで(私の目の届かないところで)、私の悪口をいいふらすという愚劣さです。

In addition, they start talk against one behind my back, because keeping silence is going to lose their faces.

コントロールできないくらい、腹が立ちますよ。

My anger will be beyond my control.

さて、その医務局から配布された「アンガーマネージメント」と資料を読んでいるのですが、
