Last month, I published a column criticizing the senior members of the town association's governing body( though I am also a senior)
町内会というものは、その地域に愛着(地元愛)のある人(シニア)が運営することで、恐しいほどの「後進性」を発揮します(「保守性」では到底足りない)。
A neighborhood association demonstrates a dreadful "backwardness" ("conservativeness" is far from complete) by being managed by a person (senior) who has attachment (local love) in the area.
私は、町内会というのは、
I think, that the neighborhood association is
「町内における行政サービスを代行する、自治組織の一形態」
"One form of autonomous organization acting on behalf of administrative services in town"
であり、
and
「感情を排して、官僚的に運営するもの」
"It should be run as the bureaucracy without emotions"
であり、
and
「同じ内容の業務がこなせるのであれば、できるだけ楽(ラク)するに越したことはない」
"If we can handle the same task, we can do it as easily as possible"
と思っています。

ところが、地元愛なんぞを信じているシニアは、たちの悪いことに町内会なんぞを自分の生き甲斐にしているものだから、
However, seniors who believe in local love, have made their neighborhood association alive,
■現在の運営方法が一番であると信じている、
- they believe that the current management methods are the best,
ということに加えて、
In addition to that, they resist with a tremendous momentum,
■自分に理解できない新しい方式(メールやWeb等による運営) (？)の導入
- new methods (administration by e-mail, web, etc.), that can not be understood by themselves
に対して、物凄い勢いで抵抗します。
理由は簡単です。
The reason is simple.
―― そのようなものが入ってきたら、町内会から真っ先に排除されるのは、「地元愛に溢れるシニア」だから
-When such things come in, "the senior who overflows with local love" is the first target to be excluded from the neighborhood association
です。

町内会の委員をやっている間、私の職掌範囲内(広報部)の業務については、シニアたちの承認を取らず勝手に運営していました。
While I was a member of the neighborhood association, I managed to do my own job without getting the approval of the seniors about the work in my department (Press Department).
私の成果は、以下の通り。
My achievements were as follows.
■会合回数 ゼロ
- The number of meetings is zero
業務依頼は全てメールで指示し、そのフォローもメールで行っていました。
All works requests were directed by email, and follow-up was also emailed.
■部員の業務時間総数 年間1時間以内
- Total number of working hours of members within one hour a year
「取材は15分以内、写真3枚程度、記事は5行以内」をメールで提出するのみとして、文章の校正等は、全て私が担当しました。
I asked them to submit "covering is within 15 minutes, 3 photos or so, articles within 5 lines" by e-mail, and I was in charge of all the proofreading of sentences.
■完全マニュアル化

想定される質問は、全てマニュアル化して、Webページ上においておき、必要に応じて、そのリンクを示しました。
All possible questions were in the manual, placed on the web page. If asking a question, I indicated the link.
■各種業務の殆どは、通勤の電車の中で終了
- Most of the work ends on the commuter train
ノートパソコンで、年3～4回の町内会の会報作成や、Webニュースの投稿などを行っていました。
With a note-PCr, I made newsletters for the neighborhood association several times a year and posted Web news.
私は、
I had the hypothesis that,
「現状の日本のオフィスで普通に使われている技(IT)をキチンと使えれば、現在の町内会の負荷を、1/10以下に下げられる」
"If we can use the techniques (IT) commonly used in current Japanese offices as a basis, the load on the current association can be reduced to less than 1/10."
という仮説を持っていました。
そして、今回、私は、その仮説を"実証"して見せた、と、自負しております。
And this time, I'm proud that I showed that hypothesis is "true".
