攻撃型詐欺 ―― というのをやってみませんか？
Why do not you do "fraud training attack" ?
行政が詐欺の訓練をするのは難しいと思います。個人情報の法律に強く縛られるからです。

ですので、実施主体は、町内会くらいの単位が良いでしょう。
So the groups such neighborhood association(NA)s are good as perpetrators.
町内会によっては、未だに、会員名簿に電話番号を掲載しているくらいです。

そのくらいの単位であれば、「電話やメールを使った攻撃型詐欺の訓練」は、ギリギリ成立するのではないか、と思います。
